Intensive courses + internship

Hello,

I am interested to go in in going to Eire,to Dublin to increase my English level. On Internet I found some intensive courses (30 hours a week during 1 month) plus an internship or work experience for 1 month. I obtained a mark of 750 in the TOEIC in June 2010. I know that more the level is high, more is difficult to progress the higher the level is, the more difficult progressing is ( we need more time).
According to your opinion :
- Can I definitively increase my English level this way ?
- Did someone try this ?
- How is Dublin with the financial crises ?
- Do you think I can find an internship in Human Resources? (Master's degree in this field and a 3 year experience)
